Saint Lucia had a reported 16 road deaths by 26 July 2026. SLPA searched the accessible public record and matched 12 of those deaths to ten incident reports. Four remain unmatched. The reconstruction establishes a usable floor and exposes the exact gap, but it is not a substitute for a police–health–coroner–CSO line list using a consistent 30-day definition.

The last complete official tables located run through 2020. They show reported crashes rising from 736 in 2016 to 1,223 in 2019; 2020 recorded 984 crashes, nine deaths and 167 people injured. Newer headline reports use different definitions and do not provide the underlying row-level series.

SLPA proposes a 12-month Safe System programme with a 90-day first phase. It links police, health, coroner and CSO records; audits the three highest-risk corridors by day and night; installs quick engineering; verifies the legal and evidential chain before device-led enforcement; audits inspection integrity, and measures emergency response and hospital handoff.

Developed from the 31 July 2026 SLPA research package and the National Evidence Desk. The reconstruction is dated, source-linked and kept separate from an official statistical series.

The 16-death anchor is police-attributed. SLPA’s 12-death, ten-incident line list is a provisional public-record reconstruction; historic tables and legislation remain official evidence.

Vehicle exposure is large enough to require rate-based reporting.

An official NCPC release cites more than 95,000 registered vehicles and nearly 3,000 crashes in 2023, including more than 350 major collisions. The counts are approximate and dated, but they show why Saint Lucia needs fatalities and serious injuries per resident, vehicle and corridor, not headlines alone.

Ten accessible incident reports account for 12 of the 16 reported deaths. The four-death difference is now a defined reconciliation gap rather than a vague absence, and every matched event is source-linked in the National Evidence Desk.
