The arrangement has moved from procedures to a reported scheduled first movement. Yet the signed MOU, exact legal status, full funding, IOM terms and final route remain unpublished. Article 3 of the Convention against Torture now bars Saint Lucia from an unsafe onward return; UN Committee guidance calls for an individual assessment and effective review that pauses removal.

Defer any case whose legal, protection, health, funding or final-route file is incomplete. Publish the MOU and one operating protocol, then report each stage without exposing personal data. Do not treat a scheduled flight as a completed or lawful programme outcome.

Administrative leave can protect a process from perceived influence, but it is not a resignation, removal from the House or finding of misconduct. It is also separate from the police allegation that was not sustained. Government’s claim that two SSDF audits were completed and the continued absence of the signed public packages remain a third record.

Publish the leave record and SSDF review terms, including independence safeguards and a review date. Release the two audit packages Government says were completed, preserve all records and keep lawful assistance moving through traceable controls.
