Process model

One process can have many publications.

  1. Retain each source page and its original ID.
  2. Extract facts without replacing raw wording.
  3. Connect pages only on documented evidence.
  4. Assign an SLPA process ID to the reviewed group.
  5. Keep missing stages visibly unresolved.
Primary-source rule

Only primary records supply facts to the explorer.

A media report, supplier announcement or commercial tender listing may reveal a useful lead. A fact enters the explorer only when SLPA can connect it to a primary government, buyer, financier or formal procurement-platform record. Multiple websites repeating one document count as multiple publication locations, not independent confirmation. Contact details and unsuccessful individual bidders are not republished as profiles.

Known limits

This release cannot answer every procurement question.

  • Total government procurement remains unknown, so portal coverage cannot be calculated.
  • Published award values are not the same as payments or final outturn.
  • An unlinked award does not prove that no solicitation was published elsewhere.
  • A repeated supplier, direct method or single named bid is not, by itself, evidence of wrongdoing.
  • Implementation, amendments and closeout remain thin until primary records are published.
