Saint Lucia Policy Analysis is an independent, nonpartisan research platform founded and edited by Kevin L. Michel. It brings together official records, careful analysis and practical policy design for Saint Lucia.
Separate fact from judgement
Keep official records, calculations, estimates, open questions and recommendations visibly distinct.
Make action testable
Name the first step, the responsible institutions and the evidence to watch. Also say when a policy should change or stop.
State what is not known
Do not turn a missing record, uncertain estimate or current signal into a stronger conclusion than the evidence supports.

At Reduit, coastal access is not an abstract right. It is the route to the sand, the sign, the wall and the vendor space. In Babonneau, a 21 May 2026 WASCO update named Talvern offline and Marquis at minimal flow. It also named Monier, Boguis, Plateau, La Guerre and Desableau among exposed communities. National policy comes into focus there: one place, one date, one problem people can recognise.
In my Sovereign Option work, I use Arthur Lewis to ask a very Saint Lucian question: when a temporary advantage weakens, what can the country still reproduce for itself? That question runs through these pages.

Official record
Directly reported by a named public body or found in a published official document.
SLPA calculation
We calculate this from cited data. The method, period and important limits appear beside it.
Estimate or model
Built from assumptions or incomplete inputs. Read it as a planning aid, not an observed fact.
Policy recommendation
SLPA’s suggested route for debate. It is not adopted Government policy or an official announcement.
Evidence gap
Something needed for the answer could not be verified in the material reviewed. The gap stays open.
Current signal
A dated change worth watching. It can sharpen the next question, but cannot prove a trend or cause on its own.
Independence
SLPA is not a government or party publication.
SLPA chooses its own research questions, interpretation and recommendations. Publication does not mean that any ministry, public body, political party, funder, source or person discussed endorses it.
When an analysis uses official material, that source supports only the specific fact linked to it. SLPA remains responsible for its calculations, framing and recommendations.
