PITONS is an independent proposed standard for improving public decision appraisal in Saint Lucia. It creates one decision framework from the first definition of a problem through authorisation, budgeting, procurement, delivery, operation, maintenance, evaluation and closure. Every material decision within scope is supported by one stable, versioned record that must satisfy six proof obligations, pass three non-compensatory gates, present the strongest rejected alternative and explain how the selected course will become a functioning, maintainable service. The Standard is designed for Saint Lucia’s small-state conditions, where fiscal space, specialist capacity, institutional attention and public trust are scarce, while climate, infrastructure, supply-route and economic shocks can make an apparently local failure national in consequence. It structures advice but does not set government objectives, make policy decisions or create legal authority.

Why a standard is needed

Approval is not the same as a functioning public service.

Saint Lucia’s scarce fiscal space, specialist capacity, land, time and institutional attention raise the cost of hidden commitments and weak hand-offs.

A first-year price can conceal a long public obligation.

Staffing, imported inputs, maintenance, renewal, climate risk, guarantees, vendor lock-in and closure still exist after the first approval.

02 · Broken hand-offs

Policy can lose its purpose between budget, procurement and operation.

One stable record keeps the objective, options, authority, conditions and owners visible as the decision changes hands.

03 · Late learning

Evidence often arrives after the hardest commitment is made.

PITONS pre-states triggers, review points and recovery routes so learning can change course before failure becomes permanent.

Licence to challengeSeniority is not evidence; a spreadsheet is not a decision; completion is not functioning service.

The executive standard

Six proof obligations make the reasoning visible.

Every obligation is answered proportionately. After options are formed, readiness and consequences are tested again for each credible option.

Whose condition should change, compared with what baseline and counterfactual? State the objective, lawful authority and case for public action.

Test the institutional, legal, behavioural, operational, data and market conditions, including who must act differently.

Show benefits, harms, resources, transfers, distribution, rights, fiscal exposure, environmental and system effects across the lifecycle.

Compare a genuine option set, including do-minimum, robustness, flexibility, switching values and the strongest rejected alternative.

Name the staged path, owners, funds, capacity, procurement, acceptance, maintenance, recovery, triggers and conditions.

Make challenge, evidence quality, dissent, publication and pre-stated adapt, scale, hold, stop or close decisions visible.

Three non-compensatory gates

Some failures cannot be averaged away.

A benefit estimate cannot purchase legality. An attractive net present value cannot erase an unfunded operating model. Formal compliance cannot make a brittle service resilient.

Authorise the next named commitment within stated limits, with resources, acceptance test and next review.

Keep the objective, but stop irreversible commitment until the failed obligation, gate or evidence gap is repaired.

Record why no lawful, viable or proportionate route is presently available, and complete closure or transition duties.

01 · EDelay creates an immediate threat that ordinary appraisal cannot manage.

Urgency must arise from the threat, not late preparation. Emergency action still needs lawful authority, safeguards, an expiry and retrospective review.

02 · LLife, safety, liberty, property, equality, due process or an essential service may be materially affected.

A credible protected-interest or essential-service consequence normally requires the major or high-consequence lane.

03 · FThe decision is long-lived, difficult to reverse or creates material fiscal, asset, guarantee, PPP or vendor exposure.

Whole-life exposure matters even when first-year spending looks modest.

04 · RClimate, disaster, land-use, ecological or intergenerational effects could be material.

The record must test continuity, recovery and consequences that may persist beyond the immediate decision.

05 · RDelivery depends on a shared national node, scarce specialists, imported inputs, one route or one supplier.

This is at least standard. Escalate to major where interruption threatens an essential service or several services can fail together.

06 · TEffects may concentrate on a low-income, isolated, disabled or otherwise vulnerable group.

This is at least standard. It becomes major when a right or basic-service floor may be at risk.

07 · LThe choice uses statutory or coercive power, licensing, penalties, surveillance or sensitive data.

Use at least the standard lane, with current legal verification and proportionate safeguards.

08 · OThe mechanism is novel, evidence is weak or contested, or several public bodies must act coherently.

Publish annual findings, then retain, amend, narrow, expand or retire provisions with reasons.

Create a baseline at the next material decision. Do not invent an appraisal that never occurred. Mark unavailable evidence as unresolved and apply PITONS prospectively to the exposure and choices that remain.
