What the framework changes

A reform review must identify both an institution’s original purpose and its current functions.

An arrangement may do something its founders never intended. It may also serve a real function through an unlawful, unfair or obsolete form. IIR keeps these judgments separate.

Five separate tests

Five separate tests replace one readiness score.

Each gate is reported as met, conditional, open or blocked. A critical rights, safety, continuity or coverage failure cannot be averaged away.

Do we know what arrangement and action we are judging?

Bounded causal account

Specify the system, horizon and candidate change. Search across records, front-line knowledge, affected groups and independent expertise. Keep unresolved hypotheses in an unknown-function register.

Which functions are valuable, and which mechanisms are unacceptable?

Legitimacy and rights separation

A function can be effective without being lawful or legitimate. Stop rights-violating mechanisms while protecting people who still rely on legitimate services or protections.

Are continuity and change receiving the same scrutiny?

Dependency and alternative symmetry

Map formal, informal, vulnerable-group and stress-only dependencies. Compare preservation with the strongest feasible alternative using the same horizon, evidence standard and treatment of uncertainty.

Who or what carries each critical function next?

Function coverage and transition integrity

Trace every threatened legitimate function to a successor, bridge or safe decoupling, with authority, people, resources, information, access, timing and stress capacity.

Can failure be detected and corrected before harm becomes entrenched?

Learning and recovery

Use stages, indicators, triggers, fallback, correction authority and recovery resources to make residual uncertainty governable.

Four defensible dispositions

IIR can support retention, reform, replacement or removal.

Preservation is an active policy choice. It carries its own harm, cost and irreversibility profile and must be compared with credible change.

Preserve

Legitimate functions and the existing form remain defensible, and no feasible alternative has stronger warrant.

Maintain capacity, document function and monitor drift.

Redesign

Valuable functions remain and the main harms can be separated from the existing arrangement.

Repair the mechanism while retaining its authoritative institutional home.

Replace

The function is still needed but the inherited form is defective, and a successor can actually carry it.

Transfer function, authority and resources before retiring the old form.

Remove

No material legitimate function remains, or critical continuity already exists without the arrangement.

End the arrangement with an explicit account of residual risk and transition burdens.
