Executive summary
Saint Lucia is a high-access but low-buffer water system. A 2024 regional assessment reported 98% water-supply coverage, while its mainly 2020–2023 baseline found 24-hour service for 75% of customers in the rainy season and 60% in the dry season. Connection is not continuity, and a national figure cannot replace current zone evidence.
The latest 2026 record shows both stress and action. By end-July, the southern meteorological station had a cumulative rainfall deficit of about 45%, while construction on the Bonne Terre Gap to Gros Islet Town Gap main began on 23 August. A dry-season alert and a construction start are different evidence from a sustained improvement at the tap.
The strengthened compact therefore adds the missing operating disciplines: public service observability, Water Safety Plans, continuous-pressure transition, maintenance and workforce capacity, pre-agreed drought and turbidity triggers, service commissioning tests and a gated source-diversification ladder.
NURC’s June 2026 decision already requires quarterly WASCO information and a Service Standards Agreement. The immediate reform is to turn those requirements into standardized, public service accounts rather than create a parallel institution.
Saint Lucia can receive heavy rainfall and still deliver unreliable water. The service experienced by a household or business depends on catchment condition, raw-water storage, treatment, pumping, network integrity, local storage and utility operations. Weakness at any link can turn hydrological abundance into a dry tap.
The most urgent signal is water that is produced but never becomes billed, usable service. NURC’s final 2026 determination records historical non-revenue water of 47–58% and WASCO’s proposal to fall below 45% by 2027. Losses include physical leakage as well as meter, theft and billing problems, so the remedy must be an operational programme, not a single pipe-replacement headline.
Current water investments sit at different gates. Construction on a northern-main section began on 23 August 2026, while the John Compton Dam raw main, Theobalds and Patience remained at financing, procurement, construction or unverified commissioning stages in the public record. One delivery board should reconcile status, cost, blockers and the service zones expected to benefit.
SLPA proposes a National Water Reliability Compact built around measurable loss reduction, distributed emergency storage, a dry-season tourism protocol, watershed protection as infrastructure and a tariff-service bargain that protects basic use while requiring public performance reporting.
Strengthened on 27 August 2026 from the original water-reliability dossier, current NURC and project records, JICA’s 2024 regional baseline, CDB implementation evidence, Saint Lucia’s legal framework, wastewater research and screened small-island practice. Dated baselines, current status and SLPA proposals remain separate.
Current releases and the June 2026 tariff decision are separated from the mainly 2020–2023 operating baseline consolidated by JICA in 2024. Access, continuity, design capacity, production, physical leakage and total non-revenue water are different measures. Project starts and financing are not treated as completed service.

01Is Saint Lucia short of rainfall or infrastructure?
Both hydrology and the managed system matter. Dry periods reduce source flow, while catchment condition, treatment, storage, power, maintenance and network loss determine how much safe water reaches each customer.
02Why begin with water loss?
Saving water already captured and treated can add dependable supply, revenue and operating knowledge without the energy and debt of a new source. Non-revenue water is not all leakage, so the plan first separates physical from meter, billing and unauthorised-use loss.
03Does this plan call for desalination?
It keeps modular desalination as a reserve option, not a presumption. It should advance only if a climate-adjusted shortfall remains after loss, storage and demand measures and if energy, brine, staffing, spares, tariff and fiscal gates pass.

Limits of this analysis
- The 98% coverage and 75% rainy-season / 60% dry-season continuity figures are mainly a 2020–2023 baseline consolidated by JICA in 2024, not a live 2026 audit.
- Historical NRW estimates combine physical and apparent loss. The value can improve statistically when production or service hours fall, so percentage, volume, pressure and continuity must be reported together.
- Current usable capacity and sediment loss at John Compton Dam require a recent published bathymetric and sediment survey.
- The public final climate-resilient water and wastewater masterplan and final Service Standards Agreement were not located by the research cutoff.
