Saint Lucia can receive heavy rainfall and still deliver unreliable water. The service experienced by a household or business depends on catchment condition, raw-water storage, treatment, pumping, network integrity, local storage and utility operations. Weakness at any link can turn hydrological abundance into a dry tap.
The most urgent signal is water that is produced but never becomes billed, usable service. WASCO has estimated non-revenue water at 40–60%. The 2026 NURC draft tariff determination records reported levels of 47–58% from 2020 to 2023. Losses include physical leakage as well as meter, theft and billing problems, so the remedy must be an operational programme—not a single pipe-replacement headline.
On 29 July, WASCO reported the Patience redevelopment about 80% complete, Northern Pipeline mobilisation expected in August, a September construction start planned for Theobalds after contractor selection, and January 2027 construction planned for the John Compton Dam raw-water pipeline. These dated milestones should appear on one delivery board with costs, blockers and the service zones expected to benefit.
SLPA proposes a National Water Reliability Compact built around measurable loss reduction, distributed emergency storage, a dry-season tourism protocol, watershed protection as infrastructure and a tariff-service bargain that protects basic use while requiring public performance reporting.

Contract award, mobilisation and physical completion are useful milestones. The public board should also name the supply zones, expected service-hours gain, loss reduction, water-quality result, operating cost and accountable owner for each investment.

Treat reliable water as a measurable public service produced jointly by healthy watersheds, capable utility operations, resilient infrastructure, responsible large users and protected households.

Require major tourism and institutional users to measure water intensity, maintain storage, audit leaks and activate graduated conservation and reuse plans.

Give catchment restoration, slope stabilisation, land-use enforcement and source-water monitoring explicit capital budgets and performance owners.

Limits of this analysis
- Published NRW values vary by year and source and combine physical and commercial loss. Zone-level water balances are required before precise investment returns can be claimed.
- The proposed NRW targets are policy ambitions informed by utility practice; they are not an engineering forecast for every part of Saint Lucia’s network.
- Distributed storage protects continuity but can create water-quality risk if tanks, plumbing and maintenance are poorly designed. Public-health standards must be integral to the programme.
