A practical policy series / 30 October 2026

Better living.
Better use of public money.

Protect a family’s budget. Save with purpose. Turn investment into a service that works. Three choices Saint Lucia can make with greater confidence—and a clear plan for what comes next.

Explore the three choices
01 / ProtectHelp must reach the household.Price relief → usable support
02 / SaveEvery dollar needs a clear job.Public assets → public trust
03 / DeliverFollow the benefit to people.Investment → better living

Our central conclusion

Saint Lucia does not need a new institution for every problem. It needs clear choices, funded responsibilities and a public record that connects money to results.

Three decisions worth developing now

From evidence to an executable plan.

These articles draw together the October evidence review and SLPA’s existing research. Each makes a recommendation, compares alternatives, names proposed leads and sets out a first 90 days. They are proposals for public debate—not announcements of government policy.

01 / Household protection / public finance

Protect the household before changing the subsidy.

A lower fuel bill matters today. A stronger support system matters tomorrow. Saint Lucia can deliver both by making each subsidy decision visible and proving that any replacement reaches people before withdrawing the protection.

Start here

Publish a three-week Fuel Support Account, compare three practical protection options, and require a working payment and correction route before reducing support on which vulnerable households rely.

02 / Public finance · Saving and resilience

A national fund should earn public trust.

Saint Lucia can save for the future without losing sight of today’s bills. Give each dollar a clear job, protect it with sound rules, and let citizens follow the result.

Start here

Adopt a public-wealth rule: preserve a tested emergency cash buffer, compare every major contribution with debt reduction and essential investment, and publish the fund’s returns after costs alongside its risks and withdrawals.

03 / Investment, work & delivery

From pledged millions to better living

Welcome investment. Then follow the whole journey: money committed, work completed, services operating and income reaching residents.

Start here

Add a public-return compact to SLPA’s proposed delivery and supplier pilots. Use one record to connect public support, operating readiness, decent work and durable local business opportunities.

Strong guidance. Clear limits.

Be decisive about the next step.
Honest about what it can prove.

Public reporting is useful only when someone can act on it. A project record should expose a blocked permit or missing operator while there is still time to fix it. A household review should lead to a fair decision and a working payment route. A fund statement should make risk and performance understandable.

The aim is better decisions, not more paperwork. Start with a small set of existing records. Agree who owns each decision. Budget the time and skills needed to make the system work. Expand only when the first version is useful.

Four tests for the next commitment

  1. Purpose: What will improve for people?
  2. Capacity: Who can deliver it, with what resources?
  3. Protection: What happens when a payment, project or investment fails?
  4. Learning: What would make us continue, change or stop?

The wider agenda

Connect the new work to what already exists.

Precision that changes the story

A stronger record makes stronger policy.

The legal index confirms that a Sovereign Wealth Fund commencement order is listed. It does not establish when the entry appeared or, without the order, the precise effective date. A preserved official parliamentary paper also lists a board-appointment notice. Our fund analysis follows these separate records without implying that no board exists or that neighbouring VAT entries implement the fund’s tax changes.

The fuel comparison also needs care: gasoline, diesel and kerosene unit support increased in the latest reviewed cycle, while LPG support fell slightly and retail prices remained unchanged. The household article distinguishes unit support, cash spending and revenue forgone. These are not interchangeable measures.
