SSDF public record: what changed and what remains missing.

The Saint Lucia Social Development Fund is a statutory public body that delivers social and economic support, including housing, food, education, home care, short-term work, microenterprise and emergency assistance.

The Office of the Prime Minister said Richard Frederick was detained for questioning on 2 July 2026 and released. On 19 August, Police Commissioner Verne Garde publicly identified Frederick, described an extensive investigation and said the allegation was not sustained. The exact allegation was not disclosed.

The Prime Minister’s recorded 31 August briefing announced that Frederick is on administrative leave until further notice. He is not attending Cabinet or carrying out ministerial duties. SLPA did not locate a standalone written OPM or Gazette instrument through 1 September.

No public official source located by SLPA through 1 September identifies the undisclosed police allegation as an SSDF matter. On 31 August, however, the Prime Minister linked Frederick’s leave to avoiding perceived influence during the SSDF work. That is a new governance fact, not proof of wrongdoing and not proof that the completed police case concerned SSDF.

Not in material available to SLPA. A local online outlet published images from a viral post and said it could not independently verify them. SLPA has not seen originals, bank records, voucher settlement data or a chain of custody.

SSDF's 2022–23 report says parliamentary and constituency offices helped administer or receive applications for several programmes. That access route is not proof of misuse; it makes the eligibility, approval and payment trail especially important.

The SSDF Board approves programmes, selection criteria, financial rules and disbursement. The Act allows particular matters or classes of matters to be delegated in writing to the Executive Director or another Director.

The original instrument, application or referral, eligibility result, Board authority or written delegation, approval and exception record, bank or merchant settlement, cancellation and complaint history must be read together.

SLPA located no official announcement or publicly accessible record of a charge, indictment or SSDF-linked filing through 1 September 2026. Police say the undisclosed allegation was not sustained. Administrative leave is a separate decision about ministerial duties. It is not a criminal finding.

No. The Fund's statutory reporting chain reaches back to the original 1998 law, and an official House statement invoked section 21 in May 2000. The 2009 amendment renamed the Poverty Reduction Fund as SSDF but did not create sections 20 or 21.

A media account says the Prime Minister reported the FY2016/17 and FY2017/18 audits completed in March 2023. Separately, two Director of Audit reports identify a latest received audit label of 2016 at their historical cutoffs. SLPA still did not locate the signed statements, auditor opinions, ministerial receipt and tabling evidence as complete online packages. A reported completion and a publicly verifiable package are different evidence levels.

The current legal chain is shared. The Fund prepares accounts and an annual report; the audit is independently supervised under the public-finance framework; the Board sends the statutory package to the minister responsible for SSDF; and that minister lays it before the House and Senate. The finance minister and Director of Audit have separate oversight roles. It is not a one-person duty.
